Law does not permit  razing of homes of accused , says SC

The Supreme Court ( SC ) on Monday questioned bulldozing the homes and private properties of persons accused of crimes or even of their relatives by the state government .

A two judge bench of Justice V R Gavai and Justice Vishwanath was hearing a petition filed against recent incidents  of demolitions in Madhya Pradesh and  Rajasthan .

“ How can anybody’s home be demolished because he is an accused in a case  ?  The law does not permit that …. Can it happen even if a person is a convict ? “

Appearing from the government’s side, solicitor general Tushar Mehta cited that municipal laws provide for demolition of illegal structures .

The court said that it will put guidelines on a pan India basis to streamline the demolition of illegal structures.  The next hearing of the case will be on September 17 .

Earlier , the UP government has been charged with ‘ retributory demolition ‘  ,by demolishing houses of those taking part in violent protests .

Thousands left homeless by A.P. , Telangana floods

Incessant rain in Andhra Pradesh and Telangana has caused heavy damage to road and rail infrastructure . Thousands have been left homeless as their houses were inundated .

In Andhra Pradesh NTR , Guntur and Prakasam districts are the most affected .

In Telangana Khammam and Nalgonda districts are the most affected .

Rescue operations are under way in both states . . PM Modi talked to the CMs and assured all possible support .

Congress raises fresh charges against SEBI chief Madhavi Buch

Congress has accused SEBI chief Madhavi Puri Buch of receiving an income from ICICI Bank while still being a salaried , whole time member of Security EXchange Board of India ( SEBI )  .  The Congress asked the Supreme Court to take  motu notice of the issue .

Congress has alleged that the SEBI chairperson had  earned ₹16.80 crore from ICICI since she joined SEBI .

ICICI has denied the charges . It said in a statement that no salary was paid to Ms  Buch post her retirement from the bank .

Ms Buch was appointed as SEBI chairperson. In 2017 . She held the office of CEO of ICICI securities earlier in her career .

The office of SEBI chairperson is nominated by the appointment committee of the PM and Home Minister .

Hectic negotiation on for control over house panel

Nearly three months after Lok Sabha Poll results , the Parliamentary standing committee has not been formed .

There are 24 parliamentary standing committees  , 16 in Lok Sabha and eight in Rajya Sabha . Looking at the strength of MPs , Congress should head four Committees in Lok Sabha and one in Rajya Sabha .

Congress has demanded EXternal Affairs , Finance and Defence which was outrightly rejected by the government .

Government has proposed the Rural Development , Urban Affairs , Textile , Labour and Skill department to Congress .The disagreement over who will head the panel is expected to be resolved soon.

PM’s visit to Brunei , Singapore to focus on trade and technology

PM Narendra Modi will embark on a two nations visit to Brunei and Singapore on Tuesday .

The PM will land in Bander Sheri Bagwan , capital of Brunei on Tuesday . He will meet Prime Minister Hassanal Bokkaih , the world’s largest reigning monarch .

India and Brunei will sign a MoU on space cooperation . In earlier agreements Brunei has supported India in its space cooperation . Currently India operates a ground station in Brunei to help its space launches and satellite operations . India assists in its space research and training scientists .

Increasing India’s LNG intake  from Brunei will be another point of talk .

India used to import crude oil from Brunei , but its intake has decreased after India’s import from Russia increased .

In Singapore , PM Modi will meet with new Prime Minister Lawrence Wong . The two leaders will witness the signing of four agreements on semiconductor , digital cooperation, health care and skilling .

Singapore is India’s sixth largest trading partner off India . It is the largest Indian trading partner among ASEAN countries .

First joint commanders’ conference to see push for theatre command

The first Joint Commanders Conference ( JCC ) is scheduled to be held in  Lucknow  on Wednesday and Thursday . The theme of this will be “ Sashakt aur Surakshit Bharat : Transforming the armed forces “ . The conference will serve as a platform for the “ internal reform process “  within the services .

Creation of a more integrated theatre command will be among the major decisions that can be taken.

Some major  outcomes can be :

  • Setting up four more Joint Logistics Nodes ( JLNs ) in Leh , Siliguri , Sulur , and Prayagraj to add to three nodes in Mumbai , Guwahati and Port Blair .
  • Creation of three theatre commands – two land commands focussing on western and northern borders , and a maritime command to oversee the country’s vast coastline .
  • One other demand is that the commanders of theatre commands as well as vice chief of defence staff should be a four star office akin to three services chiefs and Chief of Defense Staff ( CDS ).

 

An integrated theatre command brings the resources and Operation of the three wings under one head .

This facilitates combat readiness , and  optimum utilisation of resources . India currently has five integrated theatre commands operational  .  These commands come under control of CDS .

Cabinet okays seven schemes for farmers worth ₹14, 235 crore

The Union cabinet on Monday approved seven schemes for the agriculture sector with a total outlay of ₹14 , 235 crore .

The most important among these is Digital Agriculture Mission ( DAM ) ,

The DAM is a consolidated data base on a single platform linking UTs , states and different ministries of government of India .

It comprises an ‘ Agri stack ‘ which will function as a registry for farmers , village land maps and crops .

The  ‘ Krishi Decision Support System ‘ to create a comprehensive geospatial setup to unify remote sensing based information of crops , soil , weather and water resources .

‘ Soil Profile Mapping ‘ will create a soil profile map on a 1: 10,000 scale for about 142 million hectares of agricultural land .

DAM has a project cost of 2,817 crore and will improve use of technology in the Agriculture sector .

The other six schemes are :

  • Crop Science for food and Nutritional Security – At an outlay of ₹3,979 crore . It will prepare farmers for climate resilience and provide food security by 2047 .
  • 2,291 crore scheme is for agriculture education , management and social science
  • Sustainable Livestock health and production – outlay ₹1702 crore , to increase income from livestock and dairy .
  • Sustainable Development of Horticulture — with an outlay of ₹1,121 crore to promote tropical , subtropical and temperate horticulture crops .
  • Krishi Vigyan Kendra – ₹1202 crore
  • Natural resource Management – ₹1115 crore .

Netanyahu under pressure as rare strike disrupts Israel

Israel saw the largest protest against the government on Monday during a strike called by trade unions .

The strike was against the government not doing a ceasefire in Gaza , which recently resulted in the killing of six hostages, possibly by Hamas .

More than hundreds of thousands of protesters participated in the protest in the capital Tel Aviv .

US President Joe Biden said that the Israeli PM was not doing enough to clinch a ceasefire deal with Hamas .

Hamas has accused Israel of putting new demands after months long negotiation on a ceasefire deal .

Kiev’s border breach will not stop Russia’s advance , says Putin

Russian President Vladimir Putin said on Monday that his army was rapidly advancing in East Ukraine .

He said , “ we have not seen such a pace of offensive in Donbas for a long time “ .

He admitted that Russian citizens were facing hardship in the Kursk region following Ukrainian  occupation but called it a failure for Ukraine as it could not prevent Russian eastward movement .

Meanwhile , the Russian defence ministry said that it had captured a village “ scene “ in the eastern Donetsk region .

Bangladesh to restart talks with India over Teesta water dispute

Bangladesh’s interior minister Syeda Rizawana Hasan has said that Bangladesh was willing to start the Teesta water sharing treaty with India .

Talking with PTI  , she said that  Upper riparian

and lower riparian countries should adhere to international laws on distribution of water .

She said that Bangladesh might consider international legal documents and principles if the deal is not reached .

Teesta river is about 414 km long , about 140 km lies in Bangladesh .

Bangladesh demands 50 % water sharing especially between the months of December and may .India claims a share of 55% .

The current interim water sharing allows INdia to use 39% and Bangladesh 36% , while 25% has been unallocated .

Far right AfD’s victory triggers fears of a return  to the past in Germany

The Far Right AfD ( Alternative for Germany ) party has won the state election for the state Thuringia . This is the first time since the second world war that a far right party has won the state election .

The policies of AfD include anti immigration especially of Muslims , anti LGBT marriage , and Euroscepticism .

The party has done  well in recently held European Union ( EU ) elections . It had emerged as the second party with 15 seats out of 96 seats from Germany .

India won seven medals in the Paris Paralympics on Monday.  Of these two is gold , two silver and three bronze .

Sumit Antil — Javelin Thrower   Sumit Antil defended his Gold and created a Paralympics record of 70.68 m.

Kumar Nitesh won gold in Badminton in Men’s single    

Silver

Thulusumathi Murgesan won silver in women’s singles  Badminton in the SU5 category .
