SC to look into use of money bills to pass laws
The Chief Justice of India DY Chandrachud agreed to list petition challenging center Money Bill route to pass bills to a constitutional Bench . A seven Judge constitutional Bench will be formed for this .
What is the issue :
Money bill can be raised only in Lok Sabha and does not require consent of Rajaya Sabha to be passed .
Though the bill is sent to Rajya Sabha for discussion ,but Rajya Sabha can not held the bill .
Article 110 (1) of constitution talks about Money Bill . It says that bills that talks of matters related to consolidation of fund, revenue , taxation and expenditure is mainly referred as money bill .
In other words money bill specifically refers to faincial matters .
The authority to decide which bill is a money bill or not solely stands with Speaker of the house .
Center has passed many bills as a money bill to circumvent Rajya Sabha .
Amendment in Prevention of Money Laundering Act ( PMLA ) , Aadhaar Act are some examples to be passed under money bill .
Court cases :
Court has upheld the validity of PMLA amendment and Aadhaar Act .
But court has not decided yet on validity of these bills being passed as money bills .
Import continue to outpace growing export , trade deficit widens
Trade data by the commerce ministry shows that India’s exports grew by the third straight month in June , rising 2.5 % to 35.2 billion dollars . The import however increased 5%to 56.2billion dollars . This has increased the trade deficit .
Trade deficit widened 9.4% compared to June 2023 data .
Trade deficit = Import – Export .
India Russia have doubled Rupee Rouble trade
India and Russia have doubled their payments in national currencies ( rupee rouble ) since last year despite sanctions by US and EU , Russia’s largest state controlled bank Sberbank has said .
Sbebank hadles the majority of payments of Indian exports .
According to Sbebank volume of payments processed between January – June 2024. doubled compared to number of transactions in January – June 2023 .
On PM Modi’s recent visit , the two nations agreed to increase Rupee Rouble transactions. Russia and India has .PM Modi also set a target of 100 billion trade target by 2030 .
After most of the US and EU companies edited following sanctions on Russsa , China has used the opportunity to fill the gap . Chinese companies have occupied many sectors that were left vacated after exiting of EU and US companies .
Indian companies are still lagging , but they are set to accelerate their businesses in Russia .
Two stealth frigates , being built in Russia to be delivered soon
Two stealth frighates under construction in Russia , for the Indian Navy are set to be delivered from September .
The first ship named Tehsil will be delivered by September while second ship Tamal will be delivered by February 2025 .
This was under a previous agreement with Russia , in which two ships were to be delivered by Russia and two other ships was to be delivered in 2026 .
Existing structure in Bhojshalan complex was built using remains of a temple : ASI
The existing structure of Bhojshala complex in Dhar diatric of Madhya Pradesh was constructed using remains of the temple , that existed earlier at the site , said Archeological Survey of India ( ASI ) , in its scientifix survey. Indore High Court had asked the ASI to conduct the survey .
The ASI said that pre existing “ structure can be dated back to Parmara period “ .
Art and architecture of pillars suggest that they were earlier part of a temple .
The survey found images of Hindu deities at the existing structure .
Figures of human and animals are not permitted in Islam .
Bhojshala temple and Kamal Maula mosque is in same premises . Under a previous arran arrangement of ASI Hindus can worship every Tuesday , while Muslims can offer Namaz on Friday.
Hindus have filed petition that only Hindus should be allowed to use the complex .

The court ruled that special councel , Jack Smith was unlawfully appointed and did not had the authority to bring the case .r

ISRO has a problem , many rockets but too few satellites to launch
The Space launch market is grim . India still has three times more rockets than the current demand to launch satellites .
ISRO will have first to create demand in the field mainly of internet satellite and space tourism this will help ISRO to use its launch vehicles .
Also gradually , ISRO should leave the launch vehicle market , and depend on private players for launching facilities . NASA currently uses launch vechicles of SpaceX , Blue Origin for its launches.
Also ISRO’s launch vehicle capabilty for launches like Chandrayaan 4 is much low .
LVM3 the heaviest lifting vehicle is only 28% capable to do that . Under Project Surya ISRO is building Next Generation Launch Vechilce ( NGLV ) that would carry even heavier load .
ISRO is also working on Reusable Launch Vechilce , which will help in space tourism.
