122 dead as landslides flatten village
At least 122 persons were killed and 197 injured after a landslide flattened three villages in Vythiri taluk of Kerala .
Mudakkai , Chooralmala and Attamala localities were affected .
25 body parts were discovered from Chaliyar river from distant Malappuram district .
The Kerala government has declared state mourning on Tuesday and Wednesday .
Apart from State Disaster Management Authority ( SDMA ) personnel , the defence ministry has put Army , Navy , Air Force and specialised forces of coast guard in rescue operations .
PM Modi called Kerala’s Chief Minister and promised full support for rescue works in the state .
The district saw 572 mm of rain in just 48 hours. State government said that only orange alerts were issued about disaster hit regions .
Orange alert is issued by IMD for heavy rainfall ranging between 115.6 to 204.5 mm in 24 hours .
A red alert is issued for rain exceeding 204.5 mm in 24 hours .
This was raised in both houses of Parliament , where opposition demanded enhanced funds for rehabilitation .

West Pakistan refugees get right to own land in J&k
J&K , Lieutenant Governor ( LG ) Manoj Kumar Manoj Sinha on Tuesday approved proprietary rights to state land for West Pakistan refugees living in J&K .
With this West Pakistan Displaced Person ( WPDP ) will be able to buy land and property In state .
The WPDP families were demanding this for decades .
According to official data , 31,779 families migrated from Pakistan Occupied J&K ( POJK ) in 1947 .

Protests erupt in Venezuela ,opposition alleges vote fraud
Protests have erupted in Venezuela after recent poll results .
In election results Nicolas Maduro got 51 % of the vote while the opposition got 44 % of the vote .
The opposition , which considers the election body in the pockets of the dictatorial government , said 73 % of the vote tally that it has access to showed its candidate Edmundo Gonzalez had more than twice as many votes as Mr Maduro .
Clashes were reported between supporters of Mr Maduro and those against Mr Maduro .
More than 187 protests were recorded from 20 states .
President Maduro said that security forces will keep the peace .
At least two people were killed in connection to the recent protest .
Maduro is a socialist and is supported by Russia , China , Cuba etc .

Israel targets senior Hezbollah leader in Beirut strike
Israeli airstrike On Tuesday targeted a senior Hezbollah fighter in Beirut on the commander , who was responsible for killing 12 Israeli in Majdal Shams at Golan heights earlier .
It was not clear whether the commander was killed or not .
Taliban disavows Afghan diplomatically mission abroad
The Taliban on Tuesday disavowed many Afghan diplomatic missions overseas .
In a statement Taliban said that it will no longer honour passports , visas and other documents issued by its diplomats from the previous government.
Currently No country recognizes the Taliban government in Afghanistan.
Its UN seat is still held by former president Ashtaf Ghani’s government .
Day of mourning as more than 200 killed in unrest
Bangladesh observed a day of mourning on Tuesday in memory of more than 200 people killed during recent week violence .
The protest had started on July 15 , against the 30 % reservation quota for children of war veterans .
Bangladesh SC later reduced this quota to 5% .
According to media reports , Bangladesh police arrested more than 10,000 people connected with the protest .

Court should limit governor’s power to refer bills to President without cause
The editorial is about several states moving to the Supreme Court against the governor withholding the bill .
Recently Kerala , West Bengal has moved to courts against the governor not assenting the bill .
The other issue is the central government , not giving his assent to many of the bills that were referred to by the governor.
States have said that this is a direct Veto by the central government in state matters . Also it is against federal structure .
The constitution says that a governor can either give assent to a bill or withhold the bill . Here no time period is given till which the governor can withhold a bill . The Governor can also send the bill to the President for consideration . The President can disapprove of the bill .
In previous judgements SC has held that the governor should return the bill to assembly if not giving consent .
But governors are not following SC’s previous judgements .
